HS2 Vehicle Safety – Requirements For Operating on HS2 Site

High Speed 2 (HS2) is the UK’s new high-speed railway project connecting London and the North. All vehicles operating on the HS2 project—including those used by contractors and businesses transporting materials to construction sites—must comply with strict safety and environmental standards. These include systems such as blind-spot monitoring, vehicle CCTV, and audible alarms. VehHSicles that fail to meet these requirements may be turned away from construction sites and drivers would be subject to suspension from all HS2 worksites.

All vehicles operating on HS2 sites are required to meet specific safety and environmental standards. These requirements include vehicles being powered by Euro 6 engines and fitted with side under-run protection on both sides of the vehicle, unless the contractor can demonstrate that site conditions or vehicle design mean installation is not practicable.

Vehicles must be fitted with beacons that comply with Chapter 8 standards. Depending on the type of vehicle and lighting configuration, two beacon units may be required.

In addition, vehicles must be equipped with additional safety systems, including an audible left-turn warning alert, approved warning stickers and signage, and a blind-spot driver aid (as explained below).

    Vehicles over 3.5 tonnes attending any HS2 worksite, in addition to meeting general compliance requirements, must be fitted with additional safety systems. These include audible nearside left-turn and reversing external warnings, prominent warning signage, and blind-spot driver aids, which may include camera systems to address blind-spot visibility.

      Vehicle Safety Kit for HS2 vehicles over 7.5 tonnes

      Vehicles over 7 tonnes attending any HS2 worksite must meet all requirements applicable to vehicles over 3.5 tonnes, including audible nearside left-turn and reversing external warnings, prominent warning signage, and blind-spot driver aids, which may include camera systems to address blind-spot visibility. In addition to meeting these general compliance requirements, such vehicles must be fitted with a 360-degree camera system capable of storing up to two weeks of recorded data, which may be reviewed by the contractor on a “just cause” basis.

      Blind Spot Driver Aids for HS2 Vehicles

      A Blind-Spot Driver Aid for HS2 comprises safety equipment designed to reduce vehicle blind spots. Blind-spot elimination must cover the front, side, and rear of the vehicle. It shall include appropriate Class IV, V, and VI mirrors, as well as at least one of the following systems fitted to the front nearside. All equipment must be in working condition at the start of the working day, and the employer may require it to remain operational throughout the day.

      It is important to note that there are additional vehicle safety standards that must be followed on HS2 Sites. It is imperative for all vehicles to comply with these additional standards, failure to do so may result in vehicles being turned away from the worksites although a driver suspension policy would not apply in this case. The additional standards are:

      • Vehicles must not have tinted windows, other than factory fitted tinting
      • They must also have clean, standard number plates
      • They can only carry passengers for the number of seats fitted

      • Under no circumstances should a vehicle carry alcohol

      The Construction Logistics and Community Safety (CLOCS) standard for vehicle CCTV is designed to eliminate or significantly reduce blind spots for vehicles over 3.5 tonnes (GVW) to protect VRU. While paired with the Fleet Operator Recognition Scheme (FORS) Silver requirements, CLOCS mandates that all construction vehicles have specialised safety equipment, including camera systems.

      While HS2 does not mandate cameras for every vehicle, HGVs and higher-risk vehicles over 3.5 tonnes are generally expected to have camera systems to meet blind-spot elimination requirements (HS1.4).
